United Nations: Internet access is a human right

A recently published report by the United Nations declared that certain circumstances such as cyber attacks, separate from people from the Internet, blow up a violation of human rights. This comes in response to Governments which have cut off Internet access for its citizens in times of social unrest (such as in Egypt and Syria) or as a punishment for the violation of copyright laws (as in France and the United Kingdom).

It should be as little restriction as possible on the flow of information over the Internet, except in few, exceptional and limited circumstances international human rights law

In many cases States to limit, control, manipulate and censor content disseminated on the Internet without legal basis or based on the width and ambiguous laws without to justify the objective of such measures. ... such actions are clearly incompatible with obligations under international human rights standards, and often create a broader 'chilling effect' on the right to freedom of expression.

During defense and measures filtering access users to certain content on the Internet, States have cut off access to the Internet fully measures. The rapporteur is of the view performance of Internet access, regardless of the grounds available provided user, including the violation of rights of intellectual property, be disproportionate and thus one contrary to article 19 (3), the International Covenant on Civil and political rights.
